Are rottweilers born with no tail ever?

Someone I knows German shepherd had puppies (they thought she was spayed, 2 vets told them so). Some of the pups have short tails and some have long ones. They are pretty much all black. A few have a tiny bit of brown and white on their paws. But no other prominant rottie markings. All the other rottie German shepherd puppies I have seen pictures of have very strong rottweiler features.

Dogs (of most breeds) *can* be born with short tails, technically a birth defect, since German Shepherds (and certainly not mixes) would have a docked tail anyway.
