Street Dogs Cyprus?

I adopted a street dog but its old ways have not stopped and its pulling people bins over and emptying the contents all over the road and my neighbours are angry of course. Its getting enough food from me so it must be from its starving days. This happens during the night so I canT actually SEE and REPREMAND him.. İf he is restrained and cant go free he gets very distressed even from a room. He also starts to bite through chains. Any suggestions of how to STOP this. Can I train him from enticing him to do the same to my own bin during the day then hitting him on the nose with paper. Will it work with neıghbours bins. İTS STANDARD that all bins are placed outside premises here

If you adopted this dogs and it is running around at night and getting into things you are not a very good owner. Most owners would have their dogs in the house or at least in a large fenced in yard with shelter so they can not get hurt. I hope you had the sense to take him to the vet for a check up and his vaccinations.
If you are not willing to step up and take responsibility for the over all health, safety and control of your dog, then turn him over to someone who can. And don’t be hitting the dog.
